Ease of wheel rotation. Try to choose wheels with the longest rotation time and the smoothest ride.
Brakes are an integral part, but for riders weighing less than 45 kg, rim v-brakes will suffice. They will be reliable, lightweight, repairable, and most importantly, they will not create resistance to wheel rotation at the slightest bend of the brake disc.
